The range of approaches, variety of standards and the ability to sustain the final set of tools is puzzling. From a pure perspective of optimal effectiveness, CIOs would prefer to only invest in best procurement methodology (to reduce new transaction cost), maintenance reduction (to reduce recurring cost) and compliance assurance (to reduce unexpected cost), with reasonable ROIs in each of these disciplines.<\/p>\n<p>We have developed an action model that can help clarify the own priorities and ability of optimizing within the own portfolio of software solutions.
